The Columbia River Inter-Tribal Fish
Commission appreciates this opportunity to provide comments on
the draft Federal Columbia River Power System (FCRPS) biological
opinion ("BiOp" ) and the All-H Paper. We urge NMFS
and the Action Agencies (Corps of Engineers, Bureau of Reclamation,
and Bonneville Power Administration) to use these comments to
develop a salmon restoration plan that complies with all applicable
laws, including the tribes' treaty rights. Review of the draft
BiOp and All-H Paper make it abundantly clear that the federal
government needs willing cooperation from the tribes (and states).
Without our help, and sincere cooperation from the federal government
(and states), many runs of Columbia basin salmon will go extinct.
For this cooperation to occur, the federal government will have
to make some dramatic changes in its proposals for managing Columbia
basin salmon.
